Searching Scientific White Papers By Level of Difficulty

We need to develop a Digital Library System for all scientific papers to assist researchers in collaboration, help students with projects and educate our future next generation of scientists. It is very important that the papers be rated by level of difficulty or ability to understand. A search feature needs to be created to allow for this, in addition to other search query. Of course putting together a panel of folks to read millions of white papers might be tough indeed. It would be impossible to do this on any relevant timeline, indeed it is hard enough to get these papers released in the first place for researchers, as many are held for ransom and companies are created to collect fees to distribute this information.I propose a small scale of 1-10 can be created using on level of difficulty and included in the digital library search feature. But how can we get a computer program to self regulate itself to only display lets say 1-5 level white papers on a subject for students of science? How can we develop an algorithm, which will display only the most serious papers for the cutting edge researchers to save them time in their research from the problems of too much information or data smog? I propose we take the approach of looking for patterns in the writing; number of spaces between words, number of letters per word, number of simple non-complex sentences, number of spaces and mathematical characters.I further propose that In-Q-Tel fund a company to make this possible, which can work with the latest companies sifting thru terabytes of information for the NSA, to find International Terrorist communications.
